When creating a goal, you can select the "Private" option from the Visibility section to make that goal private.

Owner of the goal
Goal owner's manager
Manager above in the reporting line
Teamflect Admins
Note: Private company goals will not be listed under the "Company goals" tab.
If it's private but a department goal, all the other people in the same department will be able to see it.
If it's a private goal but is associated with a Microsoft Teams channel, all the group members will have visibility.
